At 12 minutes into this video, Joel Gambord lies and claims that he made arrangements to financially take care of his children before becoming a philanthropist because he and his wife Dena had more money than they would ever use up.

This is an emergency update to this website due to the urgent medical situation of Jeff Gambord who has been diagnosed with liver cirrhosis and diabetes (see Jeff, Liver Cirrhosis – viewable document.) Jeff desperately needs funds to purchase healthy foods and comforts of life which is philanthropic father, Joel Gambord, is denying him as punishment for the humanitarian work he has been performing consistently at Coalinga State Hospital since 2009. In July 2017, Joel Gambord wrote a hurtful letter to his son condemning him for his efforts to help others and also stated “I don’t want one nickel of my money going to help you harass the system.” He then cut off funds for Jeff to buy healthy foods to supplement the hospitals horrendous diet which has contributed to his son’s current medical condition. Jeff faces an eventual painful and excruciating death from liver failure which can only be averted with an aggressive palatable diet to lose and maintain a massive weight loss (fresh fruits, vegetables, fish, lean meat, etc.), which Coalinga State Hospital serves on a very limited basis. According to Jeff’s gastroenterologist, Prahalad Jajodia, he already has early signs of liver failure (esophageal varices & portal gastropathy.) Jeff is terrified of more severe liver failure symptoms which could overcome him at some point in the future without intervention such as acetes (fluid buildup in the belly,) mental confusion, trouble sleeping, vomiting blood and nausea. Patients at Coalinga State Hospital are not eligible for organ transplants. Doctors recently ordered a specialized MRI in an attempt to clarify the current condition of Jeff’s liver and future prognosis.

Joel Gambord misled the public in a television interview, as well as on the Community Foundation of Monterey website, falsely claiming that he became a philanthropist only after he made sure all of his children were okay. (See YouTube video (at 12 minutes) – Click here to open) His other son Scot committed suicide months after Joel Gambord refused to pay for his psychotherapy in a written email to Scot; it should be noted that Scot had 8 prior suicide attempts when Joel refused to provide him with psychotherapy he was seeking. (see Scot and Joel – viewable document.) A few years later Joel Gambord donated $10 Million to place his name on a building at California State University, Monterey Bay. (see CSUMB – viewable document.) He also donated $10,000 to be known as a Pillar of Carmel.

On May 23-2023, Jeff Gambord wrote a heartfelt letter to his father Joel Gambord and step mother Dena which is posted here on this website. (see Jeff, Joel & Dena – viewable document.) Jeff implored his father what a good person he was uncovering death and suffering at Coalinga State Hospital. Jeff informed his father that the facility was just found to have the highest death rate in the state of California by Valley Public Radio, kvpr.org, 7 times higher than state prisons, 2 times higher than state hospitals. Jeff also shared he had been responsible for several state of California license violation and plans of correction involving medical care that benefitted patients in the entire hospital. He begged his father Joel and step mother Dena to see the kind and decent human being he had become, not the person his father described in the 2017 letter he wrote to him. In response to Jeff’s over tears to reconcile with Joel and his stepmother Dena, Joel Gambord notified his psychologist at Coalinga State Hospital he wanted nothing to do with his son and would not resume any financial support to him whatsoever for the remainder of his life under any circumstances. Joel Gambord also told a close friend that I no longer considered Jeff to be my son anymore.

This site wishes to publicly make the case to Joel Gambord, as well as other philanthropic family members, such as Michael Pollack, that they should be proud of Jeffrey’s tenacious efforts to help advocate for others and reconsider supporting this worthy cause affecting California’s vulnerable inpatient mental health population. The current “Agenda & Mission Statement” items below, and managing logistical issues from inside Coalinga State Hospital, requires a much higher level of funding than currently available. In spite of his father’s prediction that he would be a “failure,” Jeffrey has an impressive track record of success persuading senior staff in the legislature to regularly take his calls. In February 2018, he organized and moderated a conference call with 3 California State Assembly offices, a University Dean/law professor, and others. (The Feb 2018, Conference Call can be listened to on the homepage of CSHABUSE.COM). The conference call and website then received media coverage by the Fresno Bee on April 6, 2018 (fressnobee.com), and again on September 19, 2018, when they covered the thirty (30) undocumented patients being held at Coalinga State Hospital. The Washington Spectator, June 1, 2019 (washingtonspectator.org) released: ” Modern Day Gulags In The Golden State.”

Jeffrey Gambord’s advocacy began in 2009; in 2013/2014 at Coalinga State Hospital, after he launched CSHABUSE.COM subsequent to hospital staff and senior police officials being recorded on audio (pursuant to Penal Code, 633.5) confiding in him information, or describing illegal, abusive practices, and/or their inability to do anything about the situation. One Police Officer (Pica), urged Jeff to keep doing what he was doing/speaking out, and when he finally got the FBI or someone to listen, “have them interview every staff member individually to find out what really goes on here” (listen to Pica audio posted at www.cshabuse.com – Audio Recordings, Staff/Law Enforcement). In 2018, the book was released “Sex, Drugs, and Violence in the California Department of State Hospitals – Root Cause Analysis of Minimalist Management,” (William R. Yee, M.D., – Amazon.Com). Dr. Yee validated everything to police and staff was saying about Pam Ahlin, Director of State Hospitals, in 2013/14 – however alarmingly. this book revealed that other hospitals are also in trouble(Patton, Atascadero, Metropolitan, etc.,) Pam Ahlin, abruptly retired from the Department of State Hospitals shortly after the release of Dr. Yee’s book. Hindsight is certainly 20/20, as per Dr. Yee’s, (2018) book (at page 298,) he describes a situation that Jeff was victimized by 4 years earlier (excerpt):

In 2014, this is exactly what, Pam Ahlin, Director of State Hospitals, allowed to be done to Jeffrey Gambord, because he was calling Senators and playing negative recordings that staff were saying about her. With no history of bipolar mental illness, he was suddenly diagnosed with one. He was taken to court where an apparently corrupt judge (Jonathan Conklin) rubber-stamped the process. He was then drugged to the point of almost being comatose, sleeping 12-14 hours per day, and gained 100 pounds. In a secret, yet-to-be-released recording where he told his psychiatrist he was sleeping 12-14 hours, she replied: “Good! You Need It! then you can hear her slamming the door in his face. In the same unreleased recording, Pam Ahlin’s office was notified and her assistant promised to alert her (Justin Hitchcock). Nothing was done to stop the over-medication at the time, just a few weeks before she was to appear before the Senate Rules Committee (August 26, 2015,) to be confirmed as DSH, Director. The medication was then completely stopped a few weeks later around November 2015.

In 2019, four (4) brave doctors at Coalinga admitted Jeffrey does NOT have a bipolar disorder whatsoever and officially deleted it from his diagnostic profile. Along with the medication in 2014, Jeffrey was also held in isolation for 17 months to minimize/stop his campaign activities against Pam Ahlin (see the linked documents where Jeff’s isolation placement was testified to in court by, Dr. Dawnmarie Risley, as being a direct response to his calls to Senators involving Pam Ahlin). There are currently documents and recordings implicating a lot of people involved in this, as well as covering it up, including Adrian Mata, in the Governor’s office. Our Current Agenda – Mission statement

  1. CSHABUSE.COM:Transform/rename/evolve into a new website that will shine a light on the Department of State Hospital’s operational mismanagement issues on a statewide basis; departing from the singular focus on Coalinga State Hospital. This is a high-priority matter, motivated in large part by the release in 2018 of the book: “Sex. Drugs & Violence in the California Department of State Hospitals – Root Cause Analysis of Minimalist Management” (William R. Vee, M.D.. I.D., Amazon.Com). Emphasis will seek intervention, analysis, review, audit, and studies to look into every nook and cranny of what is going on in the Department of State Hospitals. Somehow, the U.S. Department of Justice needs to become involved as they have in the past when DSH was out of control. There is currently NEW information that several hospitals are in need• of immediate investigation. In 2019 Jeffrey Gambord was in discussions with Senator Caballero’s office and Assembly Member Weber’s office to send a staff delegation to at least three (3) state hospitals. Former Legislative Director, Anthony Dimartino was discussing possible audits of DSH facilities sometime after the first of the year. However, there was some resistance from freshman Senator Anna Caballero to grasp the gravity of the situation, as well as an ultimatum given to Chief of Staff, Reginald Fair that the Governor needed to be briefed immediately on the facts, including Coalinga State Hospital being past its tipping point.
  2. “CRIME STOPPERS” – CALIFORNIA. (INSIDE ALL STATE HOSPITALS PRISONS: Vigorously network with professionals and legislative staff to advocate for statewide Crime Stoppers programs inside all State hospitals and prisons. It is bizarre that there are financial incentives in our communities to report criminal conduct in every category from mischievous vandalism to murder. Yet within institutions where human beings are defenseless, powerless, and vulnerable, there are no such incentives. In fact, there are notable risks and consequences for staff and whistleblowers who dare come forward and speak out in these environments hidden behind walls and razor wire most of the world outside is oblivious to; doing so can ruin their life – make them a target for internal retaliation (why take that risk). Year after year, decade after decade, stories will periodically break in the news about an abuse or corruption scandal that went on for years at some institutions across the country. Cries for help from inside were typically ignored, discredited, denied, and deemed unworthy of inquiry due to the bad character of the victims – or worse, they deserved whatever came their way. Recent examples are the Los Angeles County Jail, a 10-year nightmare for those inside which resulted in a prison term for Sheriff Lee Baca. There were the Corcoran State Prison, gladiator SHU fights, and shootings. In the Southern U.S. a few years ago, multiple high-ranking corrections officers ran a sophisticated drug operation which was shocking in terms of the number of people involved. It will be a focus and mission of the Gambord family foundation to examine what incentives the legislature might consider to make such closed-off institutional environments more transparent, accountable, and subject to something resembling real-time policing like the rest of society. The police and staff recordings posted on CSHABUSE.COM, were made in 2014 at Coalinga State Hospital. They described conditions that should have sparked an immediate intervention from the Governor at this nearly half-a-billion-dollar facility. However, nobody has taken any action whatsoever as of 2019, and Coalinga is now well past the tipping point. More specifics will follow below, however, middle and senior management are completely disconnected, or in denial, as to the increasing levels of dysfunction that are a part of almost every aspect of life at the hospital.
  3. CALIFORNIA STATE UNIVERSITY – MONTEREY BAY (CSUMB): Seek reversal by the Board of Trustee’s to name the “Business and Information Technology Building” on its campus on behalf of: Joel Dena Gambord.”on the basis that the naming was not consistent with the “mission and values of the university” (ICSUAM, SECTION15501.00, 400). The Board of Trustee’s was deprived of historical information regarding Joel Gambord’s actions, and inactions, relating to his children, and particularly his son Scot Miller who committed suicide in 2008. Joel Gambord sent his son an email in December 2006 refusing to pay for psychotherapy, within proximity to Scot having made three (3) recent suicide attempts in the previous five months involving a police response where Scot articulated that he was desperate for an inpatient mental health placement. The Yakima, Washington Police Department made available copies of these records, totaling seven (7) suicide attempts Scot made, including results of a forensic examination of his computer hard drive revealing notations that his father was disinterested in him when he was doing well, or when he was facing medical challenges. While this is a terribly sad and tragic and sad, Joel certainly deserves forgiveness and empathy if he looks back and realizes he handled things wrong with Scot. However, Joel created these facts and circumstances, including his public persona as a charitable philanthropist. He purports to care about handicapped/suffering human beings, yet his love and support toward some of his children, who have been labeled with emotional difficulties and struggles their entire lives, has always been conditional. He has yanked it away like a tyrant when angered as evidenced by his July 17, 2017, letter to his son Jeffery Gambord, chastising and rebuking him for his advocacy regarding Coalinga State Hospital and CSHABUSE.COM. Similarly in 2000, when Jeff ran an ad looking for a “friend” 9-months prior to his anticipated release from prison. Joel stopped payment on a $3,000 check, expressed his “disgust” and being ashamed of his son, and threatened to only restore the funds when provided proof the ad was taken down (see next agenda item and linked documents). These are not the historical facts of a man’s character which support putting his name on the State of California, a publically funded college building that young men and women will gaze upon when they enter every day for the next 75 years. Such an honor and privilege should undergo a vigorous vetting process to ensure that the name engrained in the minds of future generations as they head to their studies each day are those individuals we most admire and want our children to emulate. Jeff Gambord made several attempts to contact Tim White, Chancellor, of California State Universities, and sent a letter dated August 4, 2017, asking to be heard by the Board of Trustees. Attempts were also made to contact CSU attorney Kyle Rowan and other CSU dignitaries and no one would respond except Heather Murphy, CSUMB, Police Department, demanding that Mr. Gambord stop harassing and attempting to contact CSU officials as they had no interest in speaking to him about Joel Gambord, or the new information he was trying to provide. It is the position and request of the Gambord Family Foundation, that the CSU, Board of Trustees, amend ICSUAM, SECTION15501.00, 400, to ensure a more meaningful process is employed in the future naming of CSU properties. (See: (1) “CSUMB Naming“; (2) “Scot & Joel“; (3) “Jeff & Joel” – Viewable Documents)
  4. PUBLIC REQUEST FOR SUPPORT/ RECONCILIATION – JOEL & DENA GAMBORD: This is a public request for familial reconciliation and resumption of the financial support you severed to me, your son Jeffery Gambord in June/July 2017, and restoration of the funding I would have received since you terminated support to me. This request is based upon a number of facts and circumstances, which are overwhelming and unequivocal that your actions, opinions, characterizations, assumptions, and accusations expressed in a July 17, 2017 letter were wrong on almost every point regarding Coalinga State Hospital. Instead of being proud of me for finally caring about others for the first time in my life, you ripped me apart verbally and then used your money/support as a weapon for punishment – just as you have my entire life. Just as you did on March 3, 2001, when you stopped payment on a $3,000 check when I ran an ad seeking a “friend”; at that time, you expressed how “disgusted” you were with me. Two years have elapsed since your July 17, 2017, letter. The totality of the facts which have emerged (regarding Department of State Hospitals), I would argue fall into the category of a “humanitarian crisis,” not your common every day “corruption, fraud, or incompetence, that exists in every nook and cranny of every society throughout the world of society” (quoting you). I was in full compliance with our so-called “agreements” for 13+ years as of July 17, 2017, and the current projects I am working on, is and were consistent, with the public persona you have consistently proclaimed for yourself in the public domain. You spent years planning to build a landmark K-9 training center at the old Fort Ord base to train service dogs for the handicapped. In the letter to your son Scot (where you told him you would not pay for his psychotherapy – even though he had 7 suicide attempts under his belt) – at the very bottom of the letter you tell him about the foundation you and your wife were created to help “handicapped” people after you die. I am therefore asking that you please be the man you claim to be, admit you made a mistake, and support the very important cause that I am fighting. Who is Jeffrey Gambord

My name is Jeffrey Gambord and I publish this website after just turning 59 years of age on November 5, 2019. I have been incarcerated

for 33 years and committed my last crime when I was 25 years (17 years in prison followed by 16 years in the Department of State Hospitals). To make a long story short, I spent most of my life as a screwed-up human being completely incapable of caring about anything outside myself; excruciating emotional pain tormented me my entire life from childhood and I took it out on everybody around me. It may sound bizarre, but what transformed a person who was never able to care about or understand the world, including other people, was watching over 4,000 Netflix about our world, our people, our wars, our civilizations, and about life. I was never able to take the time to do this when I was growing up. This growth took off place when I was sent to Coalinga State Hospital in 2006 where I was able to order DVDs for the first time. Completely unexpectedly, I was overcome with this overwhelming empathy for people and suffering around me, especially grave problems, abuse, and operational deficiencies at Coalinga State Hospital. Between 2006 and 2013, I befriended dozens of wonderfully caring and professional staff, including police officials at the hospital, who interacted with me as the introspective caring human being I was trying to become. More amazingly, these staff and officials commiserated with me regularly about grave issues and incompetence throughout Coalinga State Hospital. These discussions were frightening and scary involving patients refusing outside medical care due to abusive transportation conditions, corrupt management, a “code of silence,” apathy in the treatment programs, deceptive staffing practices, and much more. I started CSHABUSE.COM, which I believed would change everything because it featured police and staff speaking about crimes/abuse/corruption (not patients), which I was certain would bring investigations. Incredibly, and shockingly, it has not. But one trait I have as a family gene is tenacity. Furthermore, we now have much more evidence and information than when CSHABUSE.COM was first started (2013) versus (2019). Back then, I was made out to be a bipolar lunatic and thankfully, every bit of that was found to be untrue and reversed; there are documents and recordings from that debacle, yet to be reviewed by law enforcement (it’s coming). I am optimistic that the ten pins is wobbling, especially with the release of Dr. Yee’s book last year, “Sex Drugs, and Violence if the California Department of State Hospitals.” I am committing the rest of the years of my life on this earth to be the best person I can to help fix the Department of State Hospitals.

There is hope for the California Department of State Hospitals! Yes, there is! We must only find qualified people who are 100% committed to restoring a therapeutic environment, and a legislature, which will demand and fund that objective. In the meantime, the cleanup, audits, and people who are going to need to step aside, are going to be a little bit difficult, but it must happen, and it must happen soon.

It was also time that I confront my family with the issues that are on this website, as painful and embarrassing as they are. We all need to start being accountable, as well as forgiving and supportive of each other for the benefit of our communities. I have no problem if my father still wants to support various causes, students, of whatever – I simply do not believe his name should be on a building. I think that is an honor that should only be reserved for very distinguished men in our society. It should not be available for money to just slap your name on the side of a building on a college campus for the next 75 years.
